Hi Larry,

Thank you for choosing Windows 8 and posting your query on Microsoft community.
From your issue description, I understand that you can’t open libraries in Windows 8.

Let’s start with some questions
1. What exactly happens when you try to open libraries?
2. Do you receive any error message when you try to open libraries?
3. Have you made any changes to the computer prior to this issue?

Now let’s try some steps for resolving this issue restoring default libraries.

Please follow the steps to restore default libraries in Windows 8
a) Open Windows Explorer, right-click on the library and choose Delete.
b) Click ‘Yes’ when asked for confirmation.
Note: Deleting a library does not delete the contents of the included folders. However, you may need to re-add or include your folders manually, if needed.
c) Then, in the navigation pane of Windows Explorer, right-click Libraries and click Restore default libraries.
After you delete the library you need to recreate the library. This recreates the library that was deleted earlier. This option only restores the default libraries.

Follow the links as well.

Hope this information helps you. If you need any further assistance or information about Windows, I will be glad to help you.
