Having trouble with windows explorer in Windows 8 desktop mode

I am experiencing trouble with the Windows File Explorer in Windows 8 Desktop Mode. Whenever I right click, the explorer stops responding. This problem started after I moved to China. I bought the laptop in USA. My skype is also crashing. 
The Windows Explorer problem started a couple of weeks ago. it got resolved but now it has again started. The skype issue just started.
I use Windows 8 (not pro). I have an HP Envy Sleekbook 4 Ultrabook. 
Specs are:
Intel Core i5 along with 4 GB RAM, 500 GB HDD and a 32 GB SSD.

From the description it appears that you are having an issue with certain parts of your OS. Note that your region might not have a great impact on this issue.

To provide better assistance, please answer the following questions:

1) Did you recently make hardware/ software changes to your computer?

2) Do you possess a parallel operating system?

 

Method 1: Make sure your computer is up- to- date

Use windows update to update your computer.

Method 2: Scan your computer

Scan your computer with Windows Defender or a good antivirus software that you prefer. Restart your computer to check whether the issue is resolved.

 

There can be several  causes for this issue so first carry on these and reply back if they do not solve the issue.

I did everything you said. My windows is up to date and I use Norton Anti Virus. The issue still existed after following step 1 & 2

Even try this:

Reinstall Skype and reply if the error persists. If it does not, this is just a mild issue

It happened again. None of my files are displayed. Shows the folder is empty. I booted it into safe mode with networking and voila the files were there. Now tell me what to do?

I don't have Skype. I have the one that came pre loaded with the system. I'm in China, it is tough to re-install the English skype here.

Hi,

From your description, the file explorer works in the safe mode.

Hence, we can declare that this can be an issue caused by a particular app.

Try creating a new administrator account and check if the file explorer works fine. If it does, move your files from the old account to the new one. If you are not comfortable with this, install the old account personal apps one by one to understand which one might be causing the problem.
