No Attachments in Windows 8 Mail app

Mail sent to me containing a PDF file does not show there is an attachment in Windows 8 Mail app.  Why and what needs to be done to fix that.  Mail was sent from an IPhone.

1)      Are you able to see the attachment, when you view in email from Internet Explorer?

2)      Are you able to view the attachments sent from other email clients?
