I want to use Portuguese accentuation with my UK keyboard in Windows 8 and Office 2013

Where do I find in my Control Panel the settings I need, and what should they be? I have searched the forums and the website but have not found an answer I can understand.

Activate the U.S. International Keyboard and Other Language Keyboards

Have a look around here for Input Languages.  You might need the U.S. International Keyboard setting?
