how to change a screen background on windows 8

How do I change the screen that follows sign out or change account - in windows 8? I want to personalise it with a photo of my own.

I have changed the lock screen picture and screen saver, but cannot change the one underneath that keeps showing the Seattle spike picture.

You could go into the Windows folder and replace the Seattle picture, but when there are multiple accounts on the computer, the Seattle Space Needle is always shown and the personalized lock screen photo only shows up when that account is logged in.

there are only 2 accounts on the pc.  can you explain, in detail, how I change this picture , please?

its not profile picture or background - I have changed those so ok there, It is the one that always shows the seattle spike and appears after you sign out or change account.  how do I screen shot it for you?

The Seattle wallpaper exists at C:\Windows\Web\Screen\img100.png

You could try replacing this file with one of your own.
NOTE: Replacing system files is unsupported and could damage your system. Do this at your own risk.
