error code 670 when installing update for windows silverlight

keep trying to install update and it keeps coming up with error code 670

1. Are you able to install other updates?
2. What is the exact and complete error message?
3. Did you make any recent hardware or software changes on your computer prior to this issue?
4. What is the KB number of that update?

kb number is KB2495644, I tried steps 1 and 2 above with no success.
