Hi,
I would suggest you to check the status in a new user account
Create a new user account check if it works.

If it works in a new user account, then you can consider the old user account as corrupt. You can check the link below on how to ‘Fix a corrupted user profile’

If a program does not show up in the list, you can make the program a default by using Set Associations.

Open Default Programs by clicking the Start button

and then clicking Default Programs. -
Click Associate a file type or protocol with a program.

Click the file type or protocol that you want the program to act as the default for.

Click Change program.

Click the program that you want to use as the default for the file type you selected, or click the arrow next to Other Programs to show additional programs. (If you don't see Other Programs, or your program is not listed, click Browse to find the program you want to use, and then click Open. If no other programs are installed that are able to open the file type or protocol, your choices will be limited.)

That's a passable work-around but not a solution. Just means the file will open with the new default choice but does not enable the dialogue to make a choice on the fly.
Bit amazed this is not a very straight forward fix. About to try the corrupt fix ....
.... and it did not work - problem is not corruption. Anyone got any other suggestions.

"Try this:
Open an elevated CMD
and type sfc/scannow and hit enter. If there is a corrupted system file that is causing the problem the sfc/scannow utility will fix it.. "
It fixed my problem, it was the exact problem the op has which no one could help them with.

am using one software in that there is button to add files / add image
the main working is that ::: when we press that button > it should pop out window to serch or to browse the file in my PC but it's not working ....
after click nothing gets open just outline of software blinks ....
i asked software developer but he told to check this web portal ...also he told to update the windows ...
i did the same i updated my windows and restrat my pc but issuse is not fix ...can any one help me to fix this kind of issue ..
