How to use ANSI.SYS in Windows-7

I have written and am still using a number of extended DOS (DOS32) programs, some of which use ANSI.SYS.
Although Windows-7 has ANSI.SYS, using it the classical way through a command

device=<path>\ansi.sys

in CONFIG.SYS

does not help.

Which file replaces CONFIG.SYS in Windows-7?
Will I be able to access ANSI.SYS through that file>
