Is this Windows help & support window suggesting that you download the old hlp-format help program?
If so, it indicates that Corel Draw is trying to tell you something using its help system when it starts [it may well be generated by an error condition as Corel Draw 7 is not recognised as Windows 7 compatible] and Windows is then recognising that it would
need to get this old hlp-format help system to be able to show you what the application is trying to tell you.
Allowing Windows to download & install this old help system would be the only way of getting rid of the popup. And then you'd be able to see what Corel Draw was trying to tell you.
