How do I uninstall Windows Live ID Sing-in Assistant completely? (it is not in Programs and Features)

Hello,

I seriously need help, I've searched google deeply for a solution and have found nothing.
How do I uninstall Windows Live ID Sign-in Assistant completely if it is not listed in the Programs and Features? And don't worry, it IS installed, when I try to install it, with the 64-bit installer (I have Win7 64-bit) downloaded directly from Microsoft's site, it tells me a newer version is already installed. The fact that i can't uninstall it, and install a potentially working version, is interfering with Games for Windows Live and preventing me from playing the games that (somehow, GTA4 on Steam) requires it.

I found this tip somewhere else.  It seemed to help.

"

1. Click Start Menu>Run>services.msc> find “Windows Live ID Sign-in Assistant” set its start up type to Manual.

2. Open Internet Explorer>From Tools click Manage Add-ons and Disable “Windows Live ID Sign-in Helper” add-on.

Restart Your Computer.
