Error: 2738 could not access VBScript run time for custom action.

When installing, uninstalling or updating applications I get this error. What is this error and how can I fix it?

This error can occur if there are incorrect or corrupt registry entries on your PC that interfere with VB support in windows.  There is a Microsoft Fix it for the issue. To download and run the Fix it, click this link do download it and then double-click the file and follow the instructions to run the Fix it.
