cannot format a DVD+RW on Windows 7

for some reason Windows 7 will not let me format a blank DVD+RW disc to copy video onto it, i receive the error "Windows was unable to complete the format". Aside from Windows I have also tried IMGBURN to format the disc but get a similar error, my drive is DVD+RW compatible, i dont understand the issue

i had problems too with my dvd-rw drive using windows cd and dvd burning cause it uses maximum speed without asking
i'd suggest you use nero burning rom 8.3 or higher in windows 7 and disable the windows cd/dvd burning support,
here's how you do it:
winkey (that one between ctrl and alt)+r
put gpedit.msc and hit enter
go to user configuration,
then administrative templates,
then windows components,
then click on windows explorer (not the arrow)
then double click remove cd burning features
then click enabled, click OK and close it
that's it no more windows integrated burning discs

Also try these options and reboot :
