AOL Desktop and Windows 7 installation error

I've been trying to instrall AOL desktop on my laptop but everytime I try I get a message that says "AOL is having difficulty with this request, please try again. Error code [100]". I've been trying to get either the 9.6 version or the 10.1 and I get the same with both, even though my laptop fits all the requirements. Does anyone have any idea why it isn't working?

The REAL ANSWER is :

Go to your Windows Control Panel and set your "Regional and Language Option" to "English (United States)".
Also, in the "Advanced" tab make sure your "Language for non-Unicode programs" to "English (United States)" too.

This works for all Windows version from XP to 7, both 32bit & 64bit versions.

Are you able to download from other sites or is AOL the only site you are having problems with?
What browser are you using? If Internet Explorer, you might try and reset IE.

You may want to optimize Internet explorer on your computer and then verify if you are able to access the links.  Click on the URL below to optimize Internet explorer.

If optimizing doesn’t help, then I would reset IE. When you reset Internet Explorer settings, all add-ons and customizations are deleted, and you basically start with a fresh version of Internet Explorer. Use the link below to reset Internet Explorer settings:
