Cannot set a paging file size in windows 7

The paging file wont set on the main drive (C:). I get a dialogue box on start up saying that it needs to be set. Each time I try to set it either manually or clicking on 'manage automatically' it wont set and I get the same message on each reboot. It doesn't matter what option I set it always comes back to "no page file" after I restart. This is a new windows 7 install on a new HP desktop. I noticed that several people have posted having the same problem, any ideas? I have more than enough disk space... And I'm using the suggested size.

Have you checked the Security Permission for access to the hard drive or partition?  Do the Administrators and System have Full Control, and do Users have Read etc. access, with Authenticated Users having Special permissions?

Is there any Encryption, Bitlocker or Compression used on the drive?

Will it let you set the Paging File from Safe Mode?
