How do I populate the "All Programs" drop down menu in the Start menu?

When I upgraded from Vista to Windows 7, and clicked on the "All Programs" drop down menu, none of the programs on my computer appear.

If you did the Clean Install then you wouldn't have any programs listed because you will need to install them all again.
