Can't install programs (.msi?), and the error message says that it's because the admin policy is set to not allow it. BUt I'm the admin!!

I've reciently installed Windows7, and, as the title says, there are some programs I can't install. What I've noticed is that they are "msi" files (I think) - don't know if this means anything or not.  I get an error message (red "X") that says that the system admin doesn't allow such a file to be installed, but I'm the sys admin.  I took a gander at the Admin Tools (Control Panel), but I don't understand most of what's there.  Please help!

I would suggest you first try and disable User Account contol.

Disable UAC on Windows 7

Windows 7 makes it much easier to deal with UAC settings, and in fact you don’t have to completely disable UAC if you don’t want to.
Just type UAC into the start menu or Control Panel search box. 
You can simply drag the slider up or down, depending on how often you want to be alerted.
If you drag it all the way down to the bottom, you’ll have disabled it entirely.

Then try and install again.
Once installed, then re-able UAC.
