Windows 7 install hangs on the "Starting Windows" screen and does not proceed.

I have been trying to install Windows 7 SP1 64-bit since it came out.  At the end of the install and several reboots, the system hangs on the "Starting Windows" screen.  I ran so many system/start up repair sessions, many of my programs wouldn't run at all.  Ran a complete clean install and tried to install all updates before installing a single, non-OS, program.  Same issue occurred.  Any suggestions?
