Windows 7 backup disk not working on new hard drive. No operating system found.

I had to replace the hard drive on my HP laptop and the supposed backup disk I made isn't working so it keeps telling me that there is no operating system. What can I do to fix this? I really don't want to have to buy windows 7 since I already had windows 7 on it in the first place. Why on earth don't they just include the startup disks with the computers anymore? That was so much easier! Any help would be greatly appreciated.

You can download the files necessary to make your own Windows 7 installation DVD or 4GB USB.
