free upgrade error code 0xa0000400

i purchased a 2nd hand computer and tried to do the free upgrade and got error 0xa0000400 - does this mean i cant upgrade? it has windows 7 embedded?

“N” and “KN” editions follow the upgrade path of the parent edition (e.g., Windows 7 Professional N upgrades to Windows 10 Pro N).

Some editions are excluded: Windows 7 Enterprise, Windows 8/8.1 Enterprise, and Windows RT/RT 8.1. Active Software Assurance customers in volume licensing have the benefit to upgrade to Windows 10 enterprise offerings outside of this offer.

The free upgrade does not have the option to switch architectures, so the architecture will remain the same. If you want to switch architectures, you will have to download the Window 10 .ISO file in the appropriate architecture (32 or 64 bit) and do a custom install.

The following devices cannot be upgraded directly to Windows 10. You must wipe the devices and then reload Windows 10 Enterprise.

I know I am late to reply to this but I would really appreciate help with this. I have Windows 8.1 Embedded Industry Pro, I reserved my update prior to July 29th but have recieved no update notification since then. I have tried the Upgrade assistant but also got the error '0xa0000400' what steps do I take now to get my free upgrade which I have reserved?
