At the bottom of that window you'll see the Windows Activation status. If the status is "not activated", click the link to “Activate Now” and follow the wizard.

Or from the command line:

Start>Search Box>type: cmd
When cmd appears in Results above, right-click it and choose "Run as administrator". Provide the password/OK to the UAC box and an elevated command prompt will open. At the command prompt type:

slui [enter] - which will start the Activation process.

FWIW, it's possible to runs SLUI direct from the Search box - you just have to accept the UAC prompt along the way, once you get into the Activation Wizard.

Nah - it'll elevate as and when it needs to.
FWIW - I just tested the SLUI commands in Vista OEM (and what I could in Win 7 Retail - I didn't want to activate it yet, as I'm doing a long-term test)
the bare SLUI  command seems to self-activate on my OEM  version - or at least I get a 'Activation Successful' window.
'SLUI 1' appears to do the same thing
'SLUI 2' puts an 'Activate Now' icon in the Notification area - which is brings up the standard Grace Period Activation wizard
3 brings up the 'change key' wizard
4 brings up the telephone activation wizard
5 brings up the online-activation wizard
6  brings up a message 'You have completed the Internet Connection Wizard. You can activate your copy of  Windows now' - with a UAC button for activation  
7 brings up the 'You must activate windows today to continue using all features' thingy in the Notification Area - which if clicked on brings up the Activate Now wizard
8 seems to be the same as 7
9 brings up the Grace period expired Activation wizard.
All other variants (0, ha, &ha, a ....) I tried brought up the same result as the SLUI alone did.
Unfortunately I don't have a Retail copy to compare to ATM - but I would expect slight differences in behaviour in either 1 or 2, and 7 or 8
