windows 7 upgrade

I purchased a Toshiba Satellite laptop at Best Buy 3 months ago.  The unit had Vista installed and Best Buy said that I could get a Windows 7 upgrade at N/C when available.  I called Best Buy and they will install 7 for $40 (this was not disclosed when I purchased the computer).  They then said I could download 7 for N/C on the Microsoft web site.  I've tried to do that with with no results.  What can I do and what recourse do I have with Best Buy?

They are wrong on several fronts. About the only thing correct is that the upgrade is free. You must go to Find Toshiba on the list, click on it and you have to fill in the blanks. There will be a P&P charge. There should have been a link on the desktop of the PC somewhere. I too bought a new Toshiba and I had a link. This is the only way to get the upgrade.
