Hard drive in "Device Manager" can't be seen by "Computer"

I installed a hard drive from a Mac as a backup expecting that I could reformat it and it would all work. But, as far as I know, I need to be able to "see" it in Computer in order to reformat it.

It does show up in Device Manager. I uninstalled it, rebooted, and it reinstalled automatically, like it should. Still doesn't solve the problem.

Click Start, right click Computer

Click Manage

Storage > Expand Disk Management

See if the drive shows up there, right click it and click Format
