0x81000203 error code... unable to do system restore. No previous restore point created....

Now got another problem with Windows 7 Home Premium. I am not able to do system restore.  It gives the 0x81000203 error when i press the system protection option in My computer properties window. Any body to sort out this issue. I have checked the services like shadow copy, RPC are working properly. Because of this error i am unable to do anytime update to Ultimate edition.Please Help!

Check your hard disk for any errors:
Click Start
Type: CMD, from the results, right click CMD
Click 'Run as Administrator'
At the Command Prompt, type: chkdsk /r /f
When you restart your system, your computer will be scanned for errors and attempts will be made to correct them.
