0x8004FE21 error "not genuine" on a genuine windows pc

Before you read this I just want to point to few things as  I have been struggling with this for about a week. And the answers so far found on windows support sites did not help.

- I don't have Vistalizator. 
- I don't have any MUI packages besides the one the system uses. (EN-US) (Checked via regedit)
- My Windows does not need activation (No activate within 30 days etc.). But I activated both online and over the phone just to make sure. It makes no difference.
- I don't have any system restore points that predates the issue!
- sfc /scannow does not fix the issue. 
- my system date and time seems accurate.

I have a Windows 7 Professional 64bit. It's a digital full retail, digitalriver copy bought with academic discount. Though it might be coincidence, this "not genuine" message started showing up recently about the time I updated my Windows with SP1.

Try reactivating by phone:

So it's already activated. I already activated by phone. Does the person in phone activation offer technical service?

The above is the cause of your problem - the 0x8004FE21 error means that Windows has attempted a self-heal, and failed

 

To try and fix the problem, usually we recommend SFC - but you say this doesn't work.

You can also try substituting the affected file with a known-good copy from another installation of Windows - this sometimes works.

Done startup recovery 
Burned a system repair disc 

Nothing works. 

I am pretty much running out of ideas here. I wanted to contact microsoft but they want to charge me  £46 which I refuse. This is getting ridicilous.

I have the setup files in an external harddrive but when I run setup it only gives me the install option. Is there a way to use my digital windows setup to repair dll files?

I think I am having other issues as well and they might be related. There seems to be an issue with .NET framework as I get MMC errors when I try to enter services.msc. 

I'll try to fix that and see if the issues were related.

Services.msc does not use .NET

you may have other problems - please first use CHKDSK  /F to see if the disk itself is corrupted - and the manufacturer's test utility to see if there are physical problems.

chkdsk found and fixed some corrupt file segments but it didn't solve the issue. 

The disk has no bad sectors or any physical problems. 

Isn't there a repair option somewhere (like in Win XP installation discs) that can repair and replace corrupt dll files? My digital Win7 setup has no such option and I want to pull these dll files out of it to replace this. 

I have also tried to "upgrade" in hopes that it would replace whatever it finds corrupt while keeping everything else but that option doesn't work either because my windows is more up to date than the installation itself.

I have a similar problem validation code 0x8004fe21 and this is my Genuine advantage diagnosti tool report. I've used the sequence

1) Click Start button.
2) Type: CMD.exe into the 'Search programs and files' field
3) Right-Click on CMD.exe and select Run as Administrator
4) Type: net stop sppsvc (It may ask you if you are sure, select yes)
Note: the Software Protection service may not be running, this is ok.
5) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
6) Type: rename tokens.dat tokens.bar
7) Type: cd %windir%\system32
8) Type: net start sppsvc
9) Type: slui.exe
10) After a couple of seconds Windows Activation dialog will appear. You may be asked to re-activate and/or re-enter your product key or Activation may occur automatically.

Run MGADiag again, and post the report but it does't work. Here the diagnostic tool response:

This may simply be caused by a bad set of Intel Rapid Storage Technology drivers -  

 

Installing the Intel Rapid Storage Drivers

try downloading and installing them from here - http://downloadcenter.intel.com/Detail_Desc.aspx?agr=Y&ProdId=2101&DwnldID=21730

 

(you want the iata_enu.exe download)

 

Once complete, please reboot twice, then post another MGADiag report.
