Disconnect from the internet is the easiest way to manually install an update.

That essentially means download the update to your downloads folder and run it from there after disconnecting from th internet.

Make sure this one is installed

1) manually install KB3020369

32 bit

https://www.microsoft.com/en-us/download/details.aspx?id=46827

64 bit

https://www.microsoft.com/en-us/download/details.aspx?id=46817

Ok.  KB3020369 wasn't installed. It was hidden.  I restored it and then  I checked for Updates.

Nothing came up. I then used your link and installed it.

Went back to KB3172605 and that installed.

Nice work and Thank you very much

First time dealing with the catalog is sort of a pain,

Takes a little fiddling to get it to install the wretched 2 internet explorer browser add-ons :)

http://catalog.update.microsoft.com/v7/site/Install.aspx

If one runs internet explorer as administrator the add-ons install quickly for some odd reason

Mostly because the add-ons do not have a digitally signed security signature or it can't be verified :)

Thank you!

I have an older install of Windows 7. The Windows Update Agent version was from 2014. There are about 250 updates to be downloaded on this machine. It was taking 12 hours to check and display the updates. I have a RAM problem I'm working on so it would blue screen during the initial download. Then I would have start all over and do it again and wait for 12 hours after adjusting RAM settings.

After installing KB3020369 then KB3172605 (the July 2016 Windows Update Agent), the update check took not even one minute. Thanks again. :)
