I'm in the same boat.  Did you ever find a solution?    Not one forum topic that I have run into provides a good answer.  And when someone says, "solved!" they never give detailed steps and its vague.

Delete the  $Windows.~BT and WS folders in your C:

Delete ALL the ITEMS in the C:Windows/SoftwareDistribution/Download folder ONLY.

Then Windows Update will start downloading Windows 10 with out the C190011F error

Do the above mentioned along with a clean boot and your problem will be solved.

I had windows 7 and this is how I made it.

1. Delete the  $Windows.~BT and WS folders. These are in your C:\ Drive.

2. Delete ALL the ITEMS in the C:Windows/SoftwareDistribution/Download folder ONLY.

3. Perform a clean boot. (https://support.microsoft.com/en-us/kb/929135)

Hmmmm, I'll give that a try.  Your the first person to mention removing the $Windows ~BT and WS folders.   If it doesn't work then I'm putting all the blame on you.  j/k LOL

So far so good!   It actually got to the boot install and is now at 61 %.

So we'll wait and see.  :)

Steps that I took:

- - Windows update is set to NOT check for updates.

- - The above mentioned steps (deleting the $Windows. BT and WS folder.

- - also deleted from the downloads folder in windows/softwaredistribution

- -  Also I deleted items in the datastore folder under software distribution

- - ran windows update

- - came up with error ... searched for error on google and ran windows update checker

- - ran windows update, that took awhile

- - double checked all three folders and deleted new updates that showed up in the downloads folder

- - clicked "install windows 10" and skipped the other updates

Now its at 75 %.

I'll be so happy once this works but I'm still sticking with mostly Google services probably, lol.

UP AND RUNNING!   Yay.   After days of no success its working perfectly.   At first the start menu would not open, but shutting down completely fixed that.   So far the OS is running smooth and speedy, pretty impressed.  The install process was poor though.  Thanks for the help!

If you want, many people are manually installing the upgrade with success. If that is something you wish to do, below are a set of step by step directions on how to do this.

Please read thoroughly before starting.

Step 1. Go to Control Panel, click on Windows Update, select and install all available updates, both the important ones and the optional ones.

Step 2. Once you are finished with that, pull up your start menu and see if there is an icon on your shutdown/restart option. If so, restart your computer so that the updates can be configured with the system and vice versa. If you do not see that icon then proceed with step 3.

Step 3. Go back into your Windows Update and check for any updates, if it doesn't say any are needed, look in the left column and click on the option "Check for updates." If any updates show up, install them also (both important ones and optional ones). If it is up to date and no updates are available, then proceed with Step 4.

Step 4. Plug your laptop into its charger and leave plugged into a power source for the remainder of these steps (if you have a desktop, you can obviously ignore this step)

Step 5. Open Control Panel, Click on System, look to see if you are running a 32 bit or a 64 bit system. Remember this number accurately as you will need to know it for the next step.

Step 6. Click on the link at the bottom of this post, download the Media Creator Tool that is appropriate to the bits you are running with your system, either 32 bit or 64 bit.

Step 7. Once Media Creator Tool has downloaded completely, close all programs and run the Media Creator Tool program. Follow any prompts that you may come across. NOTE: This step here, may or may not take a while and it is completely normal and expected that your screen may flash and your laptop/desktop restarts some, those are normal.

Once the program has ran its course completely and properly, you will have a new Windows 10 operating system on your device.

Didn't work for me. During the install it faulted with an access violation. Can one of you Microsoft experts take a look  and tell me what to do now? I'm running windows 8.1 64 bit.
