OS: Win7x64 build 7600 (RTM)
Memory: 2GB
All drivers have been updated to the latest version along with the bios.
Things I have tried:
Power settings:
USB > Allow wake timers: Enable
PCI Express > LSPM > Disable
Password on wake up > Disable
Hard drive:
Clean up disk - Done
Check disk - Done
Defrag - Done
Other items I have tried:
Delete hiberfil.sys file - Done
Flush DNS
Nothing is fixing this issue.

Found my answer.
open an elevated command prompt and type:
powercfg -h off
Shut down the machine (not a restart)
Boot the machine
open an elevated command prompt and type:
powercfg -h on
Test hibernate through the windows > shutdown > hibernate
Worked on my machine.
