Windows 7 will not open files inside zip archive

I have a strange issue:

 

1st, The backstory.

 

The End User presents laptop, with 2 issues.

 

1 - it will not save anything that has been downloaded.

For example, go to any site to perform ANY download, and then select SAVE (or SAVE AS), once download was complete, it would immediately delete it stating it was infected, bla bla bla.

 

2 - user has "always" browsed his my Docs, opened a .zip archive using windows explorer, navigated to the desired document, and opened it (by double-clicking) from within that .zip  He would then work on the doc, and save it.  never really going through and extracting it.  I know this is possible, as most of our sales team works this way.

In troubleshooting problem 1, I figured out that it was ONLY his profile that was affected, so I created him a new profile.

(rebooted, logged in as admin, changes C:\Users\HISPROFILE  to C:\Users\OLD_HIS PROFILE   ,  regedit, HKLM\Software\Microsoft\Windows NT\CurrentVersion\ProfileLest\   and deleted his DOMAIN KEY for his account - rebooted, logged back in as user, let it build a new profile, then copied his docs/favs/desktop icons back over)

Now problem 1 is resolved....

 

But problem 2 has me stumped...  Windows explorer CAN open the .zip  but when you try to open a file in it, nothing happens.  also, if you right-click the .zip, and try to extract .. it creates the folder for extraction, but NOTHING is extracted into the folder.

Here is what I have done to attempt to resolve that...

cmd /c assoc .zip=CompressedFolder

tried restoring default program for zip

download the DEFAULT_ZIP.reg from forums but it didn't work.

I can install 7-zip, and use it, and it DOES work, but the user wants to maintain using windows explorer.

 

 

Please advise  :(
