Recovery error-- "Recovery has completed. Do you want to restore user files?"

After a windows 7 crash and system restore, I REPEATEDLY get the message "Recovery has completed.  Do you want to restore user files?" every time I start the computer.  How can I make this stop?  Do I have a defective file?  I have run antivirus and disc repairs , but nothing works.  Please help if you are able.  Thank you very much.
