Windows Internet Security Protection- is this a scam?

Windows reported I had multiple viruses and had to get internet security protection immediately.  I had an antivirus protection system on my computer and ran a scan that said I was protected a virus free, but the windows program shield kept popping up and identifying multiple viruses and would not allow me to access the Internet without purchasing protection.  Once I purchased the windows security protection, a quick scann was conducted and windows allowed my computer to function normally. Was this a scam, and if not why did'nt I get an email confirmation of my order and description of my coverage?
