Windows 7 User Account Control Settings will not Open

Hello,

Has anyone experienced an issue where a computer will not launch the "Change User Account Control Settings" application?  We are doing dev work on several PC's and need to disable this feature.  Normally, I'd launch the UAC and just slide the bar to the bottom, but I can't even get the app to load.  I even tried to run: C:\Windows\System32\userAccountControlSetings.exe and it doesn't do anything.

Alright, I wasn't able to figure out why the UAC window wouldn't appear, however I managed to disable UAC through Local Policy Settings.  For reference purposes:

  1. Start > run > gpedit.msc
  2. Computer Configuration  > Windows Settings > Security Settings > Local Policies > Security Options
  3. Then Set:
  4. User Account Control: Behavior of the elevation prompt for administrators in Admin Approval Mode - Set its value toElevate without prompting.
  5. User Account Control: Detect application installations and prompt for elevation - Set its value toDisabled.
  6. User Account Control: Only elevate UIAccess applications that are installed in secure locations - Set its value toDisabled.
  7. User Account Control: Run all administrators in Admin Approval Mode - Set its value toDisabled.
