Hi ,

1. Did you make any changes to the computer prior to the issue?
2. Do you have any third party firewalls installed on the computer?

Method 1
I would suggest you to run the fixit from the following link:

Note: This section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. For more information about how to back up and restore the registry, click the following article:  Back up the registry in Windows 7 (http://windows.microsoft.com/en-US/windows7/Back-up-the-registry)

Method 3
Check for the service for Windows Firewall Service if it is started or not.

a.      Click on Start

b.      In the start Search box type Services

c.      Right Click on - RUN AS ADMIN

Check if the below mentioned services has the mentioned status and start up type.

Also check the dependency services that are required for Windows Firewall Service to run.
