Windows 7 autologin bypass disabled?

I have about 30 PC's setup for public use I need to restrict the ability to logon to the PC so that only the network account for that PC will work along with the local admin.  Now I have tried enabling autologon in the registry, it works great however shift to bypass does not work, if i hold shift it will just continue the logon process.

I have tried sysinternals Autologon tool run as administrator and still I am unable to stop the logon with shift. 

These are the reg keys i have used so far am I missing something?

How do I: Enable automatically login in Windows® 7?
1.
Press  + R.
2. Type"control userpasswords2" and pressEnter.

 Security note: If UAC is enabled, then you’ll get a UAC prompt on screen. Please specify
credentials or permission to pass the UAC elevation.

3. Selectyour account from the list.
4. Uncheck the"Users must enter a user name and password to use this computer. "
5. ClickApply and a dialog will appear (See Figure A below).
