The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

When I try to open security programs such as Malwarebyte's Anti-Malware or open Control Panel, Security, Device Manager and several other Control Panel items I get the message " The service cannot be started, either because it is disabled or because it has no enabled devices associated with it."  I have started windows in safety mode and ran McAfee and Malwarebyte's Anti-Malware and a Trojan was removed, but I still am getting the message on several applications when I try to open them.  I did try to set up another account, but when I go to Control Panel, User Accounts and Family Safety and try to select Add or Remove User Accounts, I can't get it to open.  When I click on it nothing happens.  Any ideas would be appreciated!

I finally solved the problem - I went into "Safe Mode W/Networking" and then turned on Windows Installer and Windows Module Installer (and some other things as well that unforunately i do not recollect).

Anyway - if worst comes to worst, go into Safe Mode w/Networking and Pull up your Windows Services, then simply turn every Window / Microsoft service on that you can (set them to start up automatically) - orrat least start with Windows Installer and Windows Module Installer and see if that solves the problem - - -

Hi,

It is most likely that your computer is infected.

As you were able to run Malware scan in safe mode, I suggest you to boot your computer in safe mode and the perform a clean boot.

Start your computer in safe mode

 After booting into safe mode, check whether you can open control panel.

If you can open control panel, then do a clean boot.

Troubleshoot a problem by performing a clean boot in Windows 7:

1. Click Start, type msconfig in the Start Search box, and then press ENTER. (If you are prompted for an administrator password or for a confirmation,
     type the password, or click Continue.)
2. On the General tab, click Selective Startup.
3. Under Selective Startup, click to clear the Load Startup Items check box.
4. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
5. Click OK.
6. When you are prompted, click Restart
7. Log back into your Account.

If the problem does not return while your computer is in clean boot mode, a background program is likely causing interference. You can try to determine
which background program is causing the problem while the computer is in clean boot mode.
