SC command in 7 Home Premium

Hi, i was try run sc command in windows 7 home premium but it won't run and show me this error:

'sc' is not recognized as an internal or external command,
operable program or batch file.

UAC currently is off.

but if i run cmd with right click and select Run as Admin then type sc command, sc run as usual.

It appears that something or someone modified the %path% by excluding the System32 folder. You need to put it back in again via the Control Panel / System / Advanced system settings / Environmental Variables. The path must include at the very least these folders:

%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem
