Enabling Windows firewall "dropped packets" log

Can someone please tell me how to enable the Windows firewall "dropped packets" log in Windows 7 Home Premium.  In the Windows Firewall and Adanced Security settings, Monitoring, Logging Settings; it shows the path to the file and that it isn't currently logging.  The only way I have found to enable this is in GP Management Console which I don't believe this Windows version has.

I am ultimately trying to figure out why people can't get to my FTP on a non-standard port when Windows firewall is turned on even with the allow exception on that port and 20 for the outbound.

Thank you for the quick response.  Although I didn't want to change the log file size, the article you sent did have a section on enabling the firewall log.  The answer I needed was.

netsh firewall set logging droppedpackets = enable
