Any identification of this scam (name of the supposed virus)?
FYI: Microsoft does not send out notices warning about a possible virus infection. Your computer is now however infected so try the following to rid yourself of the infection.
Start by
Restarting your computer and boot into Safe Mode:
For Windows 7, Windows Vista, and Windows XP:
When starting your computer, repeatedly press the F8 key.
The Windows Advanced Options Menu (Windows XP) or the Advanced Boot Options menu (Windows Vista or Windows 7) will appear. Highlight Safe Mode and press the Enter key.
If you're prompted for Administrator credentials, enter your User Name and Password and click OK.
Then downloading the free version of Malwarebytes, it will detect and remove most viruses.

Also there is Norton Power Eraser

Note: Because the Norton Power Eraser uses aggressive methods to detect these threats,
there is a risk that it can select some legitimate programs for removal.
You should use this tool very carefully, and only after you have exhausted other options.

To rerun a scan with the latest anti-malware definitions,

Hi,
You need "Safe Mode with Networking" to be able to connect to the Internet to download and update Malwarebytes.
Here is the list of Advanced Startup Options;
And a Wireless connection won't work in Safe Mode with Networking, you would need an Ethernet Cable

I have known Malware to cause problems with Passwords and request one, where there was no Password before when trying to start in Normal Mode.
1. Are you trying to start in Safe Mode with Networking when you get that Password request?
2. Did you ever have a Password for your User Account?

Problem is a rogue tech tried to scam me. Not from a company who had worked on my computer. When I realized what he was trying to do, it was too late. He had control of my computer and wanted $$.
I pulled the battery and turned it off but he had already set his password. How do I fix this mess?

They're not "tapped in". They are the bad guys. Yep, you got screwed by being naive enough to let a stranger into your computer. Hope you didn't have any bank information there. Or passwords. If so, you'd better contact your bank.
In the meantime, reformat and reinstall Windows.
