Clicking on "unblock" for a file's security properties has no effect - file remains blocked

I have a number of files for which I see the message (in the file properties dialog, general tab) Security: This file came from another computer and might be blocked to help protect this computer. There is an Unblock button. I click on that, then Apply then OK. Then I reopen the file properties dialog. The file is still blocked.

I used nirsoft.net Alternate Stream view. This confirms that these problematic files have the :Zone.Identifier:$DATA stream. I can't delete this stream using AlternateStreamView. 

The user I am logged in as is the file owner, and file owner has permissions for full control. But not "special permissions" - I'm not sure what those are or how to assign them, if needed.

These are in a Dropbox folder, but even when I quit dropbox, the problem persists. 

This is Windows 7 Pro. 

Any ideas - how can I unblock these files and make it stick?

I am already owner of the file and its parent folder. And my user account is an administrator account. 

Thanks for explaining "Special Permissions" box. 

Any other ideas as to why W7 teases me with the unblock button that doesn't unblock the files?

One other thing that may be pertinent to this problem. The hard disk used to live in a Windows XP environment, now I'm using in Win 7.

I have found that zipping the files and then unzipping them does the trick when a simple click of Unblock doesn't stick. Not sure if it matters, but I used "Send To > Compressed Folder" to zip and WinRAR to unzip.

Awesome, this fixes this issue with little fuss. I used the 7-zip shell command to create a quick zip and then extract/overwrite, problem solved.

To unblock you file security, you can use a tool from this website

We used this tool to mass unblock files having Alternate Stream security. Software allows you to remove Zone.Identifier:$DATA stream from the blocked files.

So has there ever been a Official Microsoft fix released yet?

This has been a problem for years now. Everything I try doesn't work.

Tried to download a animated .GIF I created a 10 years ago that I had on Photobucket file server and I lost it for good. One of many Images lost because of this BUG.

Click the Unblock should be a fix for single files, And If we are of age and responsibly computer knowledgeable,

WE SHOULD HAVE "TURN THIS OPTION OFF" for good.

I fear MS has abandoned this like the Windows Explorer file manager jumping around was never fixed...

More and more problems, Win 10 will never be a option  if they can't fix the simple stuff....

Edit; If you have time for extra hoops to jump through, Try this.

In Firefox. Click "View Image Info", Safe As, then "safe as type" Choose "All Files" Instead of your default Gif or Image viewer...
