Shell32.dll acess denied

When I attempt to make a change in windows such as changing anything in PERSONALIZATION (i.e. screen saver) I get the following message:
                                   "there was a problem starting c:\windows\syste32\shell32.dll      Access denied." 


I have no idea what caused this or when it started. This is a relatively new HP laptop (4mo.). My version is WIN 7 home premium. Suggestions on how to sollve this problem would be grately appreciated......Thanks cincidave

The issue seems to be with user profile corruption, I would you to create a new user account and check if that helps. Here is the below link which will help you create User account: Create a User account: http://windows.microsoft.com/en-US/Windows7/Create-a-user-account

 

       If the issue resolves in new user account then the old user profile is corrupt. Here is the link to fix a corrupted user account: http://windows.microsoft.com/en-us/windows7/Fix-a-corrupted-user-profile
