I can copy files from a CD why can't I copy from a USB drive?

I know this is hard to believe but I'm having even more trouble with Windows 7 security than I had with Vista. At least with Vista it was easy to turn off UAC. So far with Windows 7 I have only succeeded in turning down message levels so I get fewer messages for each failure.

I am trying to copy files from a Windows 7 desktop to a USB drive and then to a different machine's Windows 7 Desktop. The target Win 7 OS say's I don't have permission even though I'm using an admin user account not a standard user account. The files on the original desktop were copied their from a CD without any problems being encountered.
