Media Center will not set up TV because "Windows Media Center canot detect IR control Cables"

I recenly upgraded from XP Media Center to Windows 7 Ultimate.  I had been watch TV on my computer for 4 years without a problem.  When I attempt to set up my TV using Media Centers Live TV Setup I am able to go to manual setup and search for a TV picture.  A small TV picture comes on from the correct channel.  I can even change the channel.  However when I go to the final step I get the following message: "IR Hardware Configuration - Windows Media Center cannot detect IR control cables, which are required to control the set top box.  Attacj OR hardware that supports IR control cables, and then select Try Again."

I am using the same hardware that worked for 4 years without a problem.  Please advise how to correct this problem.
