Hi sunnysunup,

1. Have you installed Kaspersky Internet Security software on the computer?

After researching, we found that this issue is related to Kaspersky's product. If you've installed this product on your computer, then try the following steps and check if the issue persists.
a. Open Kaspersky Internet Security and click Settings from top right corner.
b. From the left pane of the Protection Center tab, choose Application Control and click the Applications button on the right pane.
c. Expand the Microsoft folder and find COM Surrogate.
d. Right click COM Surrogate and choose Application rules. Alternatively, you can just double click on it. If you are using Windows 64 edition, you will find 2 COM Surrogates. Both are also responsible for dll.exe in system32 and syswow64 folders.
e. Now from the Exclusions tab, check mark "Do not monitor application activity" and apply the changes.
f. Check if the issue persists.

Note: Execute step d and e for both COM surrogates if you're using Windows 64 bit edition.
