Bluetooth Headset Output Quality Problems: Bluetooth Headset CECHYA-0075 and Bluetooth Dongle

Ok, so I just got a Bluetooth dongle off of Amazon, planning to use my PS3 Bluetooth headset on my Windows 7 32-bit (I think) PC, more specifically this headset:

I also got a USB Bluetooth dongle on Amazon, as my computer wasn't Bluetooth compatible.  More specifically, this one:

So, my problem is, the output quality of my headset is terrible.  On Audacity, there is always static when I do not speak.  When I talk to friends on ooVoo, they say I sound "robotic, fuzzy" etc.  I lowered the output sensitivity on the headset to 4 out of 100.  That has somewhat eliminated the static, but it still goes "robotic, fuzzy" etc.  It has time where the quality is acceptable, and then it goes in to an incoherent mess.  What can I do to make it sound better?  I have the latest drivers that the PC auto installed for both the USB dongle and the Headset.  The quality is fine on my PS3 by the way.

I would suggest you to try connecting the Bluetooth headset to another computer and check if it works fine.

I'm having some trouble with it.  So, when I try to connect it to a different computer, my Dell Inspiron 1545, it won't install the drivers for the headset.  When I try, it cannot find the correct drivers.  I remember having these same problems on my first attempt, and I cannot remember what I did to resolve them.  If I recall correctly, under the headset properties on my first computer, under the services tab, nothing was checked, the only possible thing was "bluetooth headset".  I've tried multiple things on this computer now, and under the services tab, it also lists "handsfree telephony" as an option as well.
