[FIXED] RESTART no longer functions normally
a coincidence and related or not.
Windows or any program that allow a RESTART no longer works, the system normally shuts down and goes into a sleep-like state and does not restart. I can only boot by recycling power or pressing reset button when this occurs. Windows startup and all appears normal.
Sleep mode works normally, press any key and system is restored.
Shut down works normally.
RESTART works normal with a Safe Start boot-up. This tells be hardware is not the problem.
I have a dual boot system, Windows XP or Windows 7 Home (64-bit). Each OS is on a separate HD.
Booting into Windows XP, RESTART works normal, but not in Windows 7.
Tried a Clean Boot, still same problem with all disabled except Windows services.
Restored System Partition to an earlier time, and no help with RESTART issue.
Computer Start-up is normal, with screen displayed to select XP or Win7 with default to Win7 after 10 secs.
Removed virus program, no help.
I've run out of ideas, any help would be appreciated.

Some additional information:
Safe Mode (all three modes) will RESTART okay.
While I was in Safe Mode with Command Prompt i performed a system file integrity check with
sfc /scannow. This also was good with no problems.
I also preformed a SMART check of my HD and it also was good.

HOWEVER...... I do not have AMD, I have an Intel processor, I5-2500

It seems this issue may be related to update KB4056894 and info states :"Microsoft is working with AMD to resolve this issue and resume Windows OS security updates to the affected AMD devices via Windows Update and WSUS as soon as possible."
HOWEVER...... I do not have AMD, I have an Intel processor, I5-2500
I was able to uninstall KB4056894 using the Windows update feature. My system is back to normal now. Thanks Microsoft for having me waste an afternoon of my personal time. Please a little better quality control.

- CPU

I have experienced the same symptoms on PCs that are 4+ years old. Please see one workaround I found and posted in ultrafine's thread, and which seems potentially promising (disabling C-State control):
