My ram is 4GB(3.8GB), why windows 7 ultimate 64-bit use 3.8GB of 4GB ram?

The system always requires some RAM, whether or not 64-bit.

 

If your computer had more than 4gb RAM installed, Windows 7 64-bit would use 4gb and more which is what it is supposed to do..

 

You don't have a problem..  

Windows 10 Pro - Start10 - part of a local network which is a '3rd party optimizer-free' zone..
