The number of programs installed has no bearing on your startup time, however, what programs start when Windows starts can greatly affect startup time and overall performance. Many programs will startup in the background and some do not even have any indication that they're running, i.e., no icon in the notification area.

 

As mentioned in the first link above under Limit how many programs run at startup, the use of Autoruns for Windows can help in many cases. Personally, I use it on all my Windows machines.
