Answer
Type: CMD, from the results, right click CMD
Click 'Run as Administrator'
At the Command Prompt, type: sfc/scannow
This will check for any integrity violations
Restart your system

Hit Enter on your keyboard
Expand DVD/CD-ROM drives
Right click your optical drive
Restart your computer
This should reinstall the service.
If the problem persist, try doing a repair upgrade over your current installation.
Please note, if you are running a copy of Windows 7 that is later than what you have on disc, you will need to download a copy of Windows 7 with SP1 integrated then do the repair upgrade.
