In Windows 7 , how do I open one window on top of another

Hi:

In Windows Vista, if I go to a Control Panel...e.g., NetWork and Internet > Network and Sharing Center, and then click on a link, it opens a new window slightly offset form the previous window, so that I can see (or swap) the two windows, the one with the dark blue bar across the top of the window, being the front window.   In Windows 7 , the second window replaces the first window, so I lose the prior information.  I can't swap them. How can I keep both windows open at the same time ?  I don't want one of them to be minimized and only shown in the Taskbar, and then replace the other window if I open it.
