Error 1719: Windows Installer service could not be started.

Operating system: Windows 7 home premium.

I get Error 1719: Windows Installer service could not be started when I tried to install a plugin for my picture editing software. I tried starting the windows installer service from services.msc and I get 1297: A privilege that the service requires to function properly does not exist in the service account configuration.

Any help would be much appreciated.

Can you please provide me the following information.

1. Does the error message only when you install a plugin for picture editing software?
2. Do the other programs install without any issue?

Curiously I get this error only when I tried installing 'lens effect' plugins(I have tried two and both installations failed) for my picture editing software. 

I will run through the troubleshooting guide that you have provided and get back to you.

Hello Ramesh,

Here are the response/result to each of the troubleshooting steps:

1. using the automatic troubleshooter - no error was detected.
2. MSIExec at cmd prompt gives error: program too big to fit in memory.
3. Unable to start the service windows installer: Error 5, access denied.

Thank you for providing all the results which you had received after following the steps provided by us.

I need these information more, please provide me these information.

What happens when you use the same ‘lens effect’ plugins on any other computer?

 

Method 1

Please try to run SFC Scan on your computer to check all system files are working fine or not.

In order to run System File Checker (SFC) you can follow the steps provided in the following link: http://support.microsoft.com/kb/929833.

After completion of this scan please restart computer and then try to start the services.

 

Method 2

You can also follow the steps provided in the following link in order to start services and the link is: http://support.microsoft.com/kb/2642495/en-us

 

Method 3

Please try to find the drivers for the same device manually from the manufacturer website with the help of make and model no of that device.

 

Whatever be the status please let us know.

Thank you for your patience and assistance. Most of the steps that you have listed have been tried by me prior to seeking help.

Here are the results that I get:

1. SFC Scan

Windows Resource Protection found corrupt files but was unable to fix some of th
em.
Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example
C:\Windows\Logs\CBS\CBS.log

2. Trying to start Windows Installer Service from cmd prompt as administrator.

3. I am not trying to install a hardware, I am trying to install a software plugin for a picture editing software.

4. In addition I have also tried the registry repair fix provided by you in the KB article.

 Hi,

I would suggest you to follow the step “Step 2: If the System File Checker tool cannot repair a file.” From the link: http://support.microsoft.com/kb/929833/en-us . This will help you fix the missing files.

If the issue persists, you will need to perform an In-place upgrade of your computer.

Note: Performing a repair installation will not damage files and applications that are currently installed on your computer. However, it is recommended to get all your data sufficiently backed up before attempting Repair install.
