d3dx9_40.dll corrupt?

"C:\Windows\system32\d3dx9_40.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator for support"

 

I have the 64 bit version of Windows 7 Ultimate, and this appears whenever I decide to open my copy of Empire: Total War. I've reinstalled and verified the game multiple times, and I used it on my previous laptop. I've also deleted the associated file and reinstalled them using the directX installer, but that hasn't worked. Any other ideas?
